(3) Add water to the ingredients in (2) (in the same amount as the tempura batter mix from (2)) and mix gently.
(4) Take the ingredients from (3) and form them into small discs then deep fry in oil.

A crispy crunchy roll is made by coating the outside of reverse maki sushi with shrimp tempura in the middle with age dama fried tempura batter pieces.
